Marawi City, Lanao del Sur, July 9, 2025 — The Office of Member of Parliament Abdulbasit R. Benito successfully conducted a three-day Provincial Legislative Consultation with Civil Society Organizations (CSOs) from July 7 to 9, 2025, in Marawi City. The consultation centered on the proposed Bangsamoro Civil Society Engagement Act of 2025, which seeks to institutionalize meaningful CSO participation in regional governance.
Over 50 representatives from various CSOs across Lanao del Sur participated in the event, which featured focused workshop sessions and collaborative discussions. The consultation concluded with overwhelming support for the bill, with participants describing it as timely, empowering, and long overdue.
Ms. Nonie Lao, founder of the Lanao del Sur People’s Council, described the measure as a “dream come true,” pledging “101% support” on behalf of her organization. Meanwhile, Mr. Ansary Diamaoden, Executive Director of UNYPAD-Lanao, emotionally described the bill as something they had long waited for, quoting the song “Bakit Ngayon Ka Lang?” to express their sentiments.
Participants also expressed strong trust in MP Benito’s leadership and vision, citing his longstanding engagement with grassroots communities even before assuming public office.
While expressing full endorsement, the consultation also generated valuable feedback aimed at refining the bill. Key points included the need for:
Clear criteria for CSO accreditation and representation;
Inclusive mechanisms to engage smaller and unregistered CSOs;
Cultural and regional representation across all governance levels;
Independence and transparency in the operations of the proposed Bangsamoro CSO Coordinating Office (BCCO);
Stronger provisions on accountability, grievance redress, and protection for marginalized organizations.
Stakeholders emphasized that the bill holds transformative potential for strengthening participatory governance in the Bangsamoro Autonomous Region.
