MP Benito Underscores Inclusive Governance During Regional Consultation on Sulu District Reapportionment

Cotabato City, June 11, 2025 — Member of Parliament Hon. Abdulbasit R. Benito delivered a stirring message of unity and participatory governance during the Regional Sectoral Consultation on the proposed reapportionment of seven parliamentary districts from the Province of Sulu, held at Pagana Restaurant in Cotabato City.
Addressing a diverse and vibrant crowd of peacebuilders, human rights advocates, development workers, women and youth leaders, MP Benito expressed deep gratitude for the active presence and engagement of civil society organizations (CSOs) across the Bangsamoro region and beyond.
What made the gathering especially meaningful was its remarkable inclusivity. In attendance were representatives not only from the core provinces of the Bangsamoro Autonomous Region—Tawi-Tawi, Basilan, Sulu, and the Special Geographic Area (SGA) in North Cotabato—but also from non-Bangsamoro Indigenous Peoples (IPs) and Outside Bangsamoro Communities in Palawan, Bukidnon, Davao, and the SoCSarGen area. Their participation demonstrated a shared commitment to transparent and equitable governance, transcending territorial and cultural lines.
“It is with deep respect and a strong sense of accountability that we conduct this consultation,” MP Benito said in his message. “This space reflects what inclusive governance should look like—where Bangsamoro, non-Bangsamoro IPs, and our brothers and sisters from neighboring regions come together in dialogue.”
As a member of the Bangsamoro Transition Authority’s Committee on Amendment, Revision, and Codification of Laws, MP Benito emphasized the invaluable role of CSOs in shaping Bangsamoro’s transformation—from service delivery and peacebuilding to ensuring accountability and civic empowerment.
“Today’s consultation is living proof of our shared vision: that no law should be crafted without the voice of those closest to the people. You are our link to communities whose stories, struggles, and aspirations must guide us,” he said.
At the heart of the discussion was the sensitive and urgent issue of the proposed reapportionment of seven parliamentary districts from Sulu—a matter that not only raises technical and political considerations but also touches deeply on historical identity, justice, and the fair distribution of representation.
“This is more than numbers. This is about people, history, and dignity. It is a matter that must be approached with caution, empathy, and fairness,” MP Benito said. “The objective is not division—but equitable representation that reflects current realities while honoring our shared past.”
He called for transparency, inclusivity, and broad public participation, affirming that Parliament must be led by the people’s voices, especially those from marginalized and historically underrepresented communities.
“As your representative, I commit to ensuring that this process is shaped by your realities, your hopes, and your voices—whether you are from Jolo or Joloan, from the islands of Tawi-Tawi, the uplands of Bukidnon, or the urban centers of Davao and SoCSarGen,” he declared.
MP Benito closed with a powerful reminder of the shared responsibility to uphold a participatory Bangsamoro that truly serves all its people: “Let us continue to build a future where government and civil society walk side by side, for the people, with the people, and by the people.”
