MP Benito Presents CSO Position Paper on Sulu District Reapportioning, Urges Committee to Consider Grassroots Recommendations

Pasig City – July 5, 2025. In a strong display of inclusive and participatory governance, Member of the Bangsamoro Parliament Abdulbasit R. Benito presented the Civil Society Organization (CSO) Position Paper on the proposed reapportioning of Sulu’s seven parliamentary districts during a Joint Committee meeting held today at Marco Polo Hotel, Ortigas, Pasig City.
The meeting, jointly convened by the Committee on Amendment, Revision, and Codification of Laws and the Committee on Local Government, focused on deliberating the results of the public consultations on BTA Bill No. 347 and BTA Bill No. 351—two key legislative proposals that aim to reorganize the parliamentary districts across the Bangsamoro region.
The CSO Position Paper presented by MP Benito was the product of a focused consultation held on June 10, 2025, at Pagana Restaurant in Cotabato City. The event brought together a diverse group of CSO leaders and stakeholders who provided valuable perspectives and recommendations on the implications of the proposed reapportioning, particularly in the province of Sulu. The consultation was also attended by representatives from the Parliamentary Research and Legal Support (PRLS) team, who offered legal guidance and ensured the discussion aligned with existing legislative frameworks.
In his presentation, MP Benito strongly appealed to the committee members to carefully consider the recommendations outlined in the CSO Position Paper. He emphasized that these insights came directly from the ground—from community leaders, sectoral representatives, and civil society groups who understand the unique socio-political landscape of the region.
“These are not just technical matters of redistricting,” MP Benito noted. “These are decisions that will affect representation, governance, and the voice of our people. The recommendations of our CSO leaders must be given weight and respect in this process.”
MP Benito’s appeal reflects his continued commitment to championing grassroots involvement in legislative development. His presentation underscored the importance of building a Parliament that is not only representative but also deeply connected to the people it serves.
As the deliberations continue, the Bangsamoro Transition Authority moves one step closer to refining its governance structures—anchored in the principles of inclusivity, transparency, and justice for all its constituent provinces.
